Labor agreement talks between the City of San Luis Obispo and the union representing a large swath of the city employees has stalled. The SLO City Employees Association (SLOCEA) now has 30 days to decide if they’ll opt to take advantage of the next step in the process - a fact-finding effort aimed at assisting the parties in reaching an agreement. The impasse process also includes a meeting with the city’s Employer-Employee Relations Officer, City Manager Katie Lichtig. Recently, a number of tentative agreements between the two parties have been reached in the non-economic areas of the labor agreement. However, the City Council’s labor relations objectives, which include reducing the amount of employee compensation by 6.8 percent and making progress on having employees pay the full contributions to their retirement plans, have stalled the negotiations. An agreement with the city’s unrepresented management employees was reached in December as was a tentative agreement with the Firefighters Local 3523 in January. If an agreement is not reached through this process, City Council can implement the city’s last, best and final offer without agreement from SLOCEA.
