chart At the last City Council meeting, Councilman Andrew Carter presented a calm, detailed and factual report on why binding arbitration could eventually lead our city into bankruptcy.

Despite the charge by the unions that “binding arbitration was necessary because the city never treated us with respect,” Carter’s charts showed that even before binding arbitration took effect in 2000, police and fire personnel were getting raises every year great than the CPI and larger than every other employee group in the city.
